Storyline:

Tons of jokes, tons of comedy, tons of fourth-wall breaks and AT LEAST one Max Payne reference.

ALL plotholes (plotditches, in fact) fixed up.

Yakuza gangsters trying to kill you after "Cash in Kazuki's Chips".

Graphics:

VC XBOX-styled rain and blood droplets.

iOS graphics on ALL versions of the game.

Gameplay:

Fix ALL game bugs.

EVERYTHING that was cut.

Ability to crouch.

Weapons:

Ability to throw BRICKS at enemies to knock them out for a while.

A black shoe for use as a melee weapon.

M79.

Characters:

Ma Cipriani appearing in person.

Clothes:

Characters behaving differently depending on what Toni is wearing (e.g. If Toni is in his underwear, then Vincenzo will laugh at him.)

Underwear outfit being available from the beginning.

Vehicles:

Flyable helicopters and planes.

Ports:

A PC port.

And maybe more, LCS is already good enough.

What everyone above said and here are the stuff I would add(Also applies to vice city stories) :

More pre rendered cutscenes like previous gta titles instead of in real time for example more cutscenes like in the beginning and less in game cutscenes like in the church.

Change the camera angle for vehicles and on foot to the one used in san andreas instead of the slightly too zoomed out one we have(keep it for large vehicles like the firetruck as it works perfectly with it)

Clean up the audio a bit more as it sounds like the characters are mumbling most of the time especially Toni

Use either the Vice city animations and sounds or the san andreas animations and sounds NOT a mixture of both as its kind of clunky for example hitting someone with a knightstick will use the san andreas animation but the timing is the vice city one and as a result halfway through you have already hit them

San andreas aiming and crouching
That's all for now.
Just a few nitpicks in an otherwise great game!

You know only prerendered thing in GTAs since GTA3 are the Rockstar logo intros and the credits aka this

What do you want is more motion capped cutscenes.

San andreas aiming and crouching

How would you map crounch on PSP? Iirc all buttons are already mapped to something.

I don't understand WHY THE F*CK R* DIDNT USE THE SAN ANDREAS ENGINE! Come on man, you could climb, combat roll, crouch and swim. Also scripted aircraft. Game is great, but could be better. Feels a bit bare bones compared to SA. They could've done it, but they didn't. That just f*cks me off.

1. because it's weak PSP
2. because it was first PSP title, R* simply wasn't sure if it will be profitable, so they made it as cheap as possible. That's why most of returning characters has different voice actors than in III and SA. And it also expalins the low number of mo cap cutscenes.

I mean to map crouch to the console and ipad versions. PSP controls are left as is.

The missions were designed to lack of crouch i mean, it would make some of them very easy.

True now that I think about it. This game and vcs didn't feel cheap to me at all. Im still happy that people still enjoy it and play it more than 10 years later.

-Make a good antagonist. Torini could kiddnap Toni mom and/or Toshiko. He also needs more personality becouse he is very forgettable copared to even mirror assholes like Marty or Jizzy.
-Story should scrach a bigger mark on protagonist psychic. He's mother tried to murder him and he didn't say or do anything about it.
-Luigi should assist player in many missions kinda like Paulie in first Mafia.
-Before Toni could recruit Southsidehood gang member he should talk with D-Ice. It's his people not Sal's.
-Leone suit should resemble more this one's used by old gangsters.
-Tommy gun should be in game. What is the game about mafia without it?

I would make it easier to obtain a helicopter, and give the player the ability to swim. I don't know why Rockstar didn't give Toni the swimming ability in LCS, when they gave it to Carl in SA, way before LCS was ever even released. In fact, I don't know why they didn't implement the swimming ability since the beginning in GTA III. Game engine restrictions, perhaps? I don't know. And as for the helicopters, you can only obtain one in Calm Before the Storm; beside that, the game doesn't give you any further access to a helicopter. Finally, I would port the game over to PC. I don't know why Rockstar is catering to the console peasants by only releasing it on PS2/PSP.

The reason why Rockstar couldn't make Toni swim is because they lost their license to Renderware which was the game engine they used in San Andreas for CJ to swim. So Rockstar lost their license to Renderware. But don't listen to me, i'm maybe wrong.

1. Add roofs for all houses, and make all helicopters available.

2. Train without middle trolley.

3. Possibility of jumping on a Flatbad as on an Packer.

4. Bus in Traffic.

5. PC Port!

They did that on purpose to show that the buildings you see in 2001 were still being built in 1998.

SFX.. No, really.. It's kinda weird to play a game which is set in the late 90's that uses 80's sound effects. VCS is even worse since it uses totally wrong engine sounds, the Admiral sounds like a Bobcat.  :D

You know the biggest problem with this game? Characterisation.

Salvatore is stripped of all his mystique, we see him so much and in such a trivial way that he doesn't seem as powerful or as interesting as in III. Donald Love is now a mincing, limp-wristed cartoon character. Luigi, quite a realistic and believable character, is replaced by a fat man in a gimp suit.

But worst of all is that Toni, the thread holding everything together, just doesn't work as a character. We don't see his thought process, we don't see any real emotion from him. He starts as a stereotypical Mafia goon and ends as a stereotypical Mafia goon. And you know, that wouldn't be a problem if he was just doing typical criminal stuff like Fido, but Toni does so much f*cked up stuff in the story and none of it seems to matter. He literally chops a man up and feeds him to other people. He commits an act of domestic terrorism and murders hundreds of men, women and children. And even when Toshiko kills herself in front of him, do we get to see how he feels? Do we get a sense of who Toni is and how seeing these things affects him? Nope.

If the game is purely meant to be an anarchic cartoon, that's fine. But if that's the case, then why does it feel so much more low-brow and immature than Grand theft Auto III?

While it happens with other characters the extent to which LCS ruined my perspective of Toni is immeasurable.

You meet him in 3 and he looks and sounds powerful.

Take this for example (a few examples of him acting like a general badass):

Someone hits Toni so he goes and continues to throw punches at the Triads up until he orders you to go and blow up their compound.

What do we have in LCS? Some yokel who doesn't develop at all as a character and pretty much acts as everyones lapdog.

I think the reason he looks and sounds more powerful in 3 is because he IS more powerful in 3!

In LCS, he is just a trusted soldier, nothing more, until finally at around the half way point of the game, he becomes a Made Man - and he pretty much stays like that for the rest of 1998.

HOWEVER, the events that took place between 1998 and 2001 MAY have gotten Toni promoted to Underboss, or even Consigliere, who knows...

But upon first meeting him in GTA 3 you wouldn't expect his rise to power would be doing things as menial as what is shown in LCS.

It's pretty clear that while Toni was in hiding Vincenzo was given Toni's rank which is why Toni seems so pissed off about being under him. Halfway through the game Toni gets his rank back and that solidifies his rise to power within the mob hence why it's underwhelming.

He isn't an underboss or consigliere either, Joey literally tells Claude in GTA 3 he is a Capo to Salvatore, so I don't know where you got those absurd ideas, and it's strongly implied that's what his rank was before he went into hiding (which is the rank Vincenzo took from Toni).

More interiors like Cluckin Bell and Burger shot as well as clothing stores.

Purchasable safehouses

Mafia related activities and rackets like gambling, prostitution, and construction.

Make Luigi's club the hangout for the Leone family like the clubhouse in TLAD or Salieri's bar in Mafia I.

More focus on the Leone Family in the story. Joey Leone and Luigi would be given major roles and Mickey Hamfists would get a couple more appearances. Introduce more members of the Leone Family and how exactly they operate with different subcrews and factions within the family.

The Walton truck from Vice City, my most favorite vehicle, it's so fun to jump into the back of the truck and shoot everyone dead while the driver of the truck just... drives around.
