I open a txd and got a warning about zero sized mipmaps. From what I understand, this is what causes the black road bug on SA. So, what procedure do I take to correct this? Clear mipmaps, then generate new ones?
Correct. Magic.TXD had discarded those invalid layers automatically. Simply generate new or more mipmaps.

Great stuff, and it really wonderful that release coming after over a decade from classic GTA's release, it means that interest for this games are still very strong. Honestly, GTA modding is probably never be my own addiction, but I really interesting - what this tool will give for GTA modding in practice ? Does someone have a plans for updating their projects or creating something from scratch by using this magic tool ?
I would certainly appreciate remastered versions of mods. Now it is very easy to generate mipmaps. Especially total conversions profit from this.
There are now portable builds on the wiki page. Keep in mind that those do not come with all features, neither are they for the general public. The installer version is the default product.
