I think it's a little of both though there are some items of clothing which I think are great to R*'s credit, but not a lot of scope for good combinations or layering. My biggest gripe is that many items of clothing that could be available in a standard range of decent colours are just in a few seemingly random dayglo-MSPaint options (I'm looking at you, off-shoulder tops).
It's not that hard to make base textures in a white/gray with the crease detail and then produce standard colour variants of each item (to which logos can be added later). I've done this sort of thing for games myself. At the very least it's an extra half hour in Photoshop on top of the initial texture production - if that - plus a document or note on the studio wall somewhere for the Dev Team showing what colour samples / hex codes are generally used for male and female tops/bottoms/shoes/hats etc. for some coherency. It wouldn't be too much to do, surely?
If it's a ZBrush style sculpt that's baked down onto a low-poly model it's even less work - just a base colour to the top/pants/skirt meshes might even do the trick!
