Is it possible to replay past levels where you left off?

Sorry if this title is a little confusing!

I've beaten the game once, and I find that when I want to go back to either the first or second district, that I can only do so by selecting 'Start play in area' - meaning, I have to finish that district all over again, and that any progress I made in the district previously does not seem to be recoverable.

Is this a feature of the game? A bug? If so, is there any way to get around this?

I'm looking to 100% the game this time around, so if this is not possible to work around, it seems I will have to 100% each district as I go along, as coming back to previous ones will not be an option.

That's the way it was designed. You could backup your save files or use a different profile (player name) for each level.
