Yes, I've tested it with txd workshop and the texture is not present in the model so, a model bug.

Ah man,It doesn't have missing texture,its 2dfx something same as that blue stripes.

Look at the text in that banner. It should not be oblate! In your version it still oblate, which is not ok. That banner is simple as it is - white text on red background and nothing more.
