CJ. Clothing in GTA:SA is one of the game's best features. You can make CJ look like a gangster, a biker, a millionaire, a celebrity, a sportsperson, an athlete, a middle class fellow, a hitman/serial killer, a cowboy and many more. Plus the outfits he receives from his GFs, including a racing overalls, police outfit and more. Also, most of the CJ's clothes resemble the ones which I have in real life , so my opinion is that CJ has the favourite clothing options.

But seriously; CJ always had the biggest variant of clothing options, so i'll guess that i'm going with him.
Tommy and Niko should have had more choices in this subject imo in both VC and IV.
Outfits in VC were cool though - the Soiree outfit and Cuban gang colors.
Niko on the other hand had some neat suit options and the "Happiness is...land" sweater.

CJ had the most clothing options, however apart from that black suit, pants and black slip ons with some shades on, there wasn't much I liked to be honest. My favoruite would be Victor Vance, because of the army clothing, that cool blue suit, the classic blue shirt and much much more!!!

Tommy with nothing but Hawaiian Shirts and Suits. Oh and the Online Protagonist.

Michael, Niko and Tommy. Their style of clothing is pretty much what I would wear in person. Michael and Tommy for the casual street wear and Niko for suits.

Johnny has the most amount of outfits though...
Atleast he has two different outfits in GTA IV and TLAD. Claude the poor bastard's been wearing the same outfit for over a decade.

I think right now after all the DLC updates the Online protagonist has the most clothing items,and the biggest variety (casual clothes, modern suits, prohibition era suits, biker gear, baggy gangsta clothes, expensive designer clothing, racing suits, Christmas themed clothing...).
CJ also had a very good variety of clothes,and could combine them however the player wanted (which we still can't do in Online,some clothing items are just not compatible for some reason).
Niko had a decent amount of clothes as well,and could have some good outfits.

The online character.
He/she has the most diverse wardrobe (which is still very limited).
Trevor's and Michael's wardrobe option sucks bad, Franklin's is so-so

My favourites would be:
1) Online - I'm biased here because the Online character can wear an outfit that looks near identical to the type of outfit I wear often in reality. (White Long-Sleeved Shirt, Tan Slacks, and All Black Ankle-Boots)
2) Micheal - Biased again, because his fashion sense is similar to mine. He has a fondness for casual suits and polo shirts like me. He also has dislike of t-shirts with cheesy logos and leather as I do.
3) Niko - That man can look good in most anything. Seriously. And his choices from Modo and Perseus are great when mixed together.

GTA ONLINE Character & CJ i'd have to say have the best clothing option's.

It's either the four main HD Universe protagonists or CJ, and I'm going for Franklin. CJ has good clothes but there are so many things I thought were in the game turned out not to be, heck, you'd struggle going through all six shops looking for the perfect one!

Niko and Trevor all the way.
You can dress Niko up like Sasha from Behind Enemy Lines, or Claude, or a classy gentleman with hitman looks. Besides, I think Niko's casual jackets are great in general (especially the ones at the Russian Shop, and ski jackets at Modo). I'm even obsessed with Niko's 80's looking formal outfits (y'know, the ones with large collar shirts).
I like Trevor's clothing options very much as well, because you can dress Trevor up in a ragged, rebel, punkish style. All of his leather and denim jackets, few of his T-shirts (including a Love Fist T-shirt, most importantly) and some good-looking plaid shirts (I'm a simple man. I like pretty dark-haired women and plaid shirts).
And Vic's "Repo Man" and "Hired Muscle" outfits are also among my top favourites.
Plus points for Tommy's "Soiree", "Mr.Vercetti" and "Casual" outfits, too.
