In the HD era, there are CDs of him scattered all over the map and he even is a real star (on the vinewood boulevard haha). What do you think has he done? His songs were awkward and insanely bad in San Andreas, and now he is a star? What has he done? How does he look like today? Where does he live?

If you remember he stole lyrics from Mad Dogg's lyrics book. Those CDs and the engraved star were probably made between the campaign of San Andreas.
Anyways its just a easter egg and you probably know this but the HD and 3D universes are separate.

He got out of the rap game and hosted a daytime talk show with Oprah. A feature film is currently in the works.

Unlike any of the characters, he had the ability to shift worlds between 3D era to HD era any time he wants.

He was probably just a one hit wonder, famous for a few weeks between stealing Madd Dogg´s rhyme book and Madd Dogg recovering from alcohol addiction and returning to music business.I´m more interested in what happened to real musicians like Madd Dogg or Love Fist.

Probably this, just as we know from San Andreas, but OG Loc could have hit the new rap vision, considering that the modern rap is damn cheap and just about only fancy cars, hot chicks and stable homies.

And now everyone worships him as a rap god while Madd Dogg does teen pop songs and family movies.

Commercial rap sucks, and is a joke.  OG Loc sucked so bad, he'd be a great commercial rapper, meaning he would get the fame no problem.

It's quite possible some producer somewhere saw and used him as a pawn to make a lot of money, by bringing a lot of promotion, making him make mediocre songs on really good beats, and ultimately ripping Loc off (since he was a talentless rapper with no real qualities) and getting rich.  Leaving Loc to slowly fade away

You can't say "his" rap sucks since he stole lyrics from Mad Dogg.

Those were just easter eggs, nothing more, he's not a star in HD universe.

But what would happen after SA is that he'd go back to that Burger Shot and stay cleaning the toilet there until retirement.

This. The OG Loc mentioned in HD era isn't the OG Loc from the 3D era. As Rockstar said, the 3D era doesn't exist in HD era.

Considering the quantity of overlaps, it should be thought of as two alternate timelines.  There are clearly people who exist in both such as Lazlow and OG Loc.  There may be more, but they may not be doing the same things and have the same fate.

I like to think of them as parallel universes with slightly different attributes in way of physics. if you could somehow... slide... through from one universe to another you would find that, to quote Sliders,  "It's the same year, and you're the same person, but everything ELSE is different"

although this does not account for the apparent difference in TIME that is shown from 3d to HD (one day is 24 minutes, vs 48 respectively) String theory would dictate that time should remain the same through all Universes, but we can just take this as a design choice on part of R*

That said, all characters from 3D should be present SOMEWHERE in the HD era, whether they were killed in 1995, Never became a criminal in the first place, or something else. Who knows what different aspects could have affected this person, being that it is a totally different universe; anything could have happened...

On Topic... OG LOC DID find commercial success... he sound like this these days...
