My desktop is connected to my vizio tv through  hdmi. GTA 3 and vice city won't start using this connection. When I was connected through vga all of my games ran fine.  So far,  san andreas  runs fine.  Vice city and gta 3 just simply won't start, so it seems to be an older game issue. Is there anything I can do or do i have to use vga instead of hdmi? Thanks, any help is greatly appreciated.   Ok I figured it out.  It was a resolution issue.  I connected my pc using vga, lowered the resolution to 800x600.  I reconnected using my hdmi and the game started.  I then just adjusted the games' resolution and everything works great.

Have you tried deleting the gta3.set file in the 'GTA 3 User Files' folder, which is usually found in Documents?
