I used him in the last heist, the 4 seconds delay completely ruined the mission for me.

Nope, always used the ones that were the best.

Same, no point in using cheap ones as they'll always lose the moneys or cause troubles.

The worst thing  is, you don't really get an opportunity to use him and therefore improve him between the moment you unlock him and, I believe, the last heist. He's completely pointless, but I guess it's kind of cool that he gets in touch and tries to get work. 

 

Other than the bog standard heist team members, the only one I used was the driver woman, can't remember her name. She was good, and cheap. The rest were meh. I dropped Packie off at the Altruists after finding him. Can't stand that guy.

I've explained this many times elsewhere, but I found him to be a boring, irritating one-note character. That's not a particular popular view around here, I know, but there we go. 

 

I would rather any of the other characters from IV had returned (even his dead junkie brother). 

 

When I first saw him holding up that guy outside the store I was like 'aw f*ck this sh*t'.

Yes, in 2nd Game I started... it felt like didn't make a difference, still catched full diamonds

and he was cheap soo...

Oh I always catch cheap crew for more money. +Diamonds Heist you can catch the part of this one

I used him for the first heist, didn't mind the 30 second limit. Used him again for the FIB heist. I never bother the subtle version of the big one (spoilers who cares).

Yeah, I unlocked him just after the Life Invader mission, used him in all the heists.

I had no trouble with him plus he says funny stuff.

Oh, and I think you can use him to gain experience in the roof-entry method of the FIB raid.

I used him in the first heist and the FIB roof entry heist, he's surprising good if you don't just slowly walk for the diamonds like a fat f*ck.

Used him for every heist I could, which I believe was The Jewel Store Job, the Bureau Raid Rooftop Option and The Big Score Subtle Approach

 

Second playthrough I didn't use him outside the first heist because I went obvious for most of the jobs.

I am on my third playthrough and I decided to use him for the jobs. I used him for The Jewelry Store Heist and it was not too bad. I might use him for The Bureau Raid if I do the roof approach (I kind of enjoyed the fire truck approach SLIGHTLY better) and The Big Score if his skills improved. Plus, I noticed in my previous playthrough that he calls Michael a couple of times after some heists complaining about why he wasn't hired.

Paige was a good hacker, but she was a little expensive. Funny thing is that in my last playthough, I had her in every heist that involved hacking.

Every single one. He is the best hacker on the long run. He gives you trouble on the jewel store, but it's easy to avoid. Use him in the FIB heist, he'll do ok. Use him on the big one, he'll still talk as if not, but do a good job. It's the only way to get a good amount of money from it.

I used him. Still gets the job done, doesn't ruin the heist if you do it right, and is cheaper. Better than Paige in long term.

 

Generally the low tier crew members are the best options on your 2nd playthrough when you know what can happen. For example a low tier gunman on the Jewelry store heist will crash and drop his part of the score, but you can just pick it back up and no value is lost. If you already know the route in the jewelry store heist than a good driver is unnecessary.

maybe a cool idea for future gta's if they have heist crew again would be that you can call them for little jobs during free play to help train them up, rather than have it happen during heists and potentially losing loot.. like you could call a driver or gunman and rob a convenience store or gruppe truck together or have the hacker take out the security cams or something
