I'm quite sure 1.2 Ghz Quad-core+Power VR  SGX544+ 1 GB RAM on Xperia C can handle it. As long as you lower the resolution and visual effects, it can run at 25-30 FPS most of the time. Flashing custom ROM and overclock it might help as well.

Why wouldn't it rum?
I tun it on Samsung Galaxy S Advance with full graphics overclocked at 1,25Ghz with 25-30 fps.

Your phone GPU powervr sgx544 can play GTA sa at max graphics. It depends more on GPU than CPU. I have played SA on low graphics on powervr sgx531 which is very weak GPU. Search on google like "Sony xperia c GTA San Andreas" and there might be videos as well. Just watch those videos and see the performance and then make a decision.
