Losing a single star should be as easy as staying out of view of a copper for a couple of minutes.
Losing two or more star levels would need either a Bribe Star per wanted star Or
changing/buy a garment.
Saving the game will also clear want stars.

Driving a Police vehicle will not clear star(s).

so you cant stay out of sight when the wanted level reaches to 2?

Yes but it takes much more time to lose a wanted level when you have 2 verses just 1. There are random star shapped objects around the map called "bribes" that will lower your wanted level just by touching it.

You can lose the two stars by staying out of sight, it is a much longer wait for the first star. Then a shorter time for the second. If you have three or more it isn't worth the wait, as they are looking for you with more force ('copters).

Remember, any safe house closet, or clothing merchant. Changing one garment (except specials) will remove all stars. Much the same as repainting a vehicle will.

Obviously it doesn't work if you're running over someone every minute or so either.

Only if the coppers see you do it.

Nah, there's a global 'chaos' variable internally which rises for each crime you do, no matter what or where. It goes up in different amounts depending on the crime, however specific crimes (e.g. killing a cop) will ignore the chaos level and explicitly set a wanted level - as long as you don't already have one (in which case it will go back to using the 'chaos' variable).

This chaos variable obviously decreases gradually, but, say, running over a ped every minute is often enough to keep it from decreasing your wanted level while still not increasing it. Doesn't matter if the cops see it or not, though.

There's actually this one VC mission which shows you a chaos level and the goal is obviously to make as much chaos as possible. I'm not sure if it uses the same variable, but it would make sense.
