Why this song was not on Vice City, I will never know.

Seeing as this was a much bigger hit by Tears for Fears I can imagine it could cost a lot more to license. Besides, it's not like they could include as many songs as they wanted, there had to be a limit somewhere.

"Everybody Wants to Rule the World" by Tears for Fears was meant to appear in Grand Theft Auto V, but was cut before release.

I'm actually surprised it wasn't on the soundtrack.

While we're on about 80s songs that weren't on the soundtrack, I think they cut a Kenny Loggins song. A string of unused dialogue subtitles found in the files had Tommy and Lance mention him in either an unused mission, or in Rub Out. You can find this here, just scroll down a bit and look for "HTX3. An Additional Mission for Diaz (?)," it's not too far down from the top.

"You cool with Kenny Loggins?"
  "Hell, I love this record"

I guess they planned on including one of his songs during development. I wonder if it was the same one we got in V, or maybe the more-famous Danger Zone. It makes me wonder what other songs were cut from the game, too. It's not like we can find them in the files like with IV and V, since the radio stations didn't loop songs then and probably didn't need to be separate files, just one audio file for each station.
