Why Grass is so Heavy

Hi guys...one question :

 

I've been modding this game for a long (San Andreas). But I ran into a huge framerate drop after tweaking plants.dat.

 

I'm using High-Res texture pack and FPS stays 60...but tweaking grass density FPS goes to 16 (country area).

 

It's anoying the way grass is so CPU demanding. No matter how low poly are the grass models, or how low res are the grass textures (even 16x16 no-alpha), My HD7950-3GB along with an Octocore CPU cannot handle grass density=1.0 for country side area.

 

Strange is the GPU load = 30% and CPU usage stays below 25% ( 2 cores working a lot, 6 cores barely awake -  this game doesn't make a balanced multi-cpu partition).

 

Any advice to dump that grass workload to GPU ? (...or solve that grass issue ?)

Well...there's really not much you can do. No one did any research about grass lag, I think.
If I set grass to a level like in PO2010, then it lags for me as well.
It's a 2004 game, what did you except?
