crashing problem

Looks like that is your problem. GTA IV does not support Intel HD Graphics officially. But still you can run it. By using commandline method.

Go to the location where you installed GTA IV. In the root directory, where LaunchGTAIV.exe is, make a new Notepad file and name it 'commandline.txt' (exclude tags).

Now, open the file and write like this :

-norestrictions

-nomemrestrict

-availablevidmem 8

Save the file and run the game from here and not from Steam. And set all Graphics settings to Lowest available on Options>Graphics menu. The missing textures issue should be gone by now.

Are you playing on laptop or pc? If you're playing on a laptop the game may not be running with the right graphics card.

Could you post your specs?
