That makes NO sense.
I think R* is letting this happen and no one will get banned for using these in-game glitches. People are tired of grinding the same missions. Heists have been a bust. R* knows this. They probably figure hey if their glitchin atleast they are still playing the game. They need to drag this game out as long as they can.
If they were charging money for DLC, then yes it would make sense.
Why would they let you glitch and cheat so you keep playing and have NO chance of buying cash cards - their only source of revenue for GTA Online.
People seem to come up with some really hairbrained ideas to justify cheating.
It's against the TOU, ergo, it's wrong.
There is little grey areas when it comes to rules. Maybe... MAYBE, glitching money back you lost due to bugs - but bugs such as those are far and few between now.

Back in the day, R* didn't need revenue from a bullsh*t scam microtransaction system, they were satisfied with the millions they got from y'know, selling the actual f*cking game.
Considering this has been their best selling game in the franchise, I fail to see where they haven't made their money. There's nothing that states where the money goes to either, most likely straight into corporate's pockets and the game itself never gets a dime of it put back in. If you think it takes major resources to create a couple new vehicles and throw in a random rifle with a pistol and a new melee weapon you're extremely dense.
You people who claim they need to make money off GTA Online as if we all didn't pay $60 just to f*cking play it. Don't try and pull that whole "GTAO is a separate, free game" bullsh*t R* tries to pull, it's a f*cking joke. That'd be like one of Activision's developers like Infinity Ward or Treyarch trying to claim that the MP in CoD is a different game from the campaign and try and make unlocking things extremely hard but offer an option to just buy them. It's f*cking bullsh*t. Pretty much all games have an online mode and they're not considered a separate entity from the campaign/story, why the f*ck do people think GTA should be different?
If that were the case, why can't we download a digital version of it for free? Why did they have to include it on the GTA V disc if it's supposedly a separate game? Then the microtransaction sh*t would make sense because it's a free game they're relying on players buying the cash cards to actually profit from it. But they didn't and it's too late for that now.
