Could be the installer has corrupted but I have my doubts

When you say you got it from the market, what exactly do you mean?

This is known to be a feature of piracy in some instances

Have you tried putting 2nd disc in?

Try copying the discs to the HDD (onto your desktop) and installing that way

See if your Discs are scratched. Then search in Google how to repair scratched Discs.

Other than attempting to install the game via compatibility mode in XP SP2 or SP3 I am out of ideas

You either have a corrupted installer or damage on disc.

I must stress again that after an internet search I did see this problem mentioned on Warez sites and forums. I am not saying you have a cracked copy but you must understand the link

I will not put any links up to these forums as it is against our forum rules

I would suggest speaking to Rockstar support as it is clear the community is unsure due to lack of answers

Sorry

Try Running as Adminstrator (Right click on Setup). I know this won't work, as its the file that has been corrupted. But nevertheless, give it a try.
