Is Rockstar going to restrict modding with the online mode?

Will Rockstar support it? No. They'll ban people from Online if they play public matches with it. I doubt they'll incorporate any sort of anti-cheat system that issues auto-bans for mods. That'll allow invite only sessions to be able to play with mods and have fun without fear of being banned.

As for me, I don't really give a sh*t about online, even less about the community that follows it. I would have been more content with an online mode closer to GTA IV.

Specifically speaking to modding capabilities, the engine has been shown to use most of the same file formats, hell even some tools for IV worked on console versions of V with a little tweaking. GTA V will be moddable for sure. Rockstar will likely just ban offending players who jump onto public online and cause issues.
