Can't complete Checkpoint Charlie on a PC

I had a problem: I could not complete Checkpoint Charlie. It didn't matter how fast I went, my runs were FLAWLESS, but I could not complete it, I was short by like 20 seconds.

 

I recorded a video of myself doing it and then watched it side by side along a speedrun. My boat was definitely SLOWER than the one in the speedrun.

 

The solution was to go to "Display Setup" and turn "Frame Limiter" ON.

 

I did not see this documented anywhere so I am posting this here so Google indexes it.

This is a well known thing for GTA Games that the timer and other features do not work correctly when the Frame Limiter is off.

 

It was reported here as Issue 32: http://gtaforums.com...ns-pc-ps2-xbox/

(Note that it talks about a similar event, not Checkpoint Charlie - But the idea is, if things aren't running at the correct speed, enabling Frame Limiter is the thing to do - For this reason, this is why you may not have found help before)
