So I'm going through wikipedia and I found this:

These following songs are not included in the game, but in the soundtrack disc of this station.

Max Lorens – "Схожу с ума" (Shozhu s uma / Going Crazy)
Dyshi – "Взгляни на небо" (Vzglyani na nebo / Look on the Sky)
Quest Pistols – "Мама" (Mama / Mother)

At first you would think to discount this as a rumor, but I followed the clues and it turns out the songs were in fact on the soundtrack disc of the station. Now I'm trying to wonder why they were cut. They seem like pretty good songs and I'd much rather hear them over that soft stuff they have on the station.

Probably the reason of all other music in other GTA's being cut: Copyright Issues.

Most likely copyright issues, although I'd rather the original zelenoglazoe taksi :(

If they're copyright issues in the game, why were they licensed for the soundtrack?

Some issues about the lyrics, maybe?

Many songs of The Beat were also left out from the game. And they're good tunes that were left out: one is called "9 MM" which is so Liberty City. Many great tracks on soundtrack album. I'm amazed how they put Kanye West in game with some sissy tracks and left out hardcore tunes.

That's because those songs haven't been chosen for the game, but they have been inspired by the game itself.

The same thing happened with "Liberty City Invasion".
