Has there always been a reply filter? Because I swear this wasn't

It's a flood control. All members (excluding staff) have to wait a short time before posting to prevent servers from overloading or to stop spambots from spamming all over the place within seconds.

It has been like that for as long as I've been here. It helps to limit the damage a spam bot can do by only being able to post once every minute or whatever the time frame happens to be.

However I think that only happens if you use the full reply option. When using fast-reply, you get a simple popup saying you're making posts too fast.

yea and its a needed feature due to all the damn spambots that are out there but the time limit is far too long in my opinion, very annoying when trying to reply to multiple threads and you type out a paragraph and still have to wait a minute to hit post, feels like an eternity, haha!
