GTA San Andreas Graphic Problem

Hello everyone,
I got a problem that i can't fix. It really annoys me because some weird spikes come through the textures and models. 

I recently installed Windows 8.1 Pro. I think the problem is from the windows. My graphic card is AMD HD 7850.
Here is some pics. Please help me guys.

Have you updated your graphic card drivers.

Sorry, to hear about the Windows 8. But:
How do your machines specs compare to what is needed otherwise especially the Video Graphics Card. Many manufacterors easily meet most of the hardware requirements, although they skimp on the VG and its dedicated memory:
Intel Pentium 4 or AMD Athlon XP processor (or better)
 384(+) MB of RAM
 16x DVD-ROM drive
 4.7 GB of free Hard Disk space for a full install
 128(+) MB Video Card with DirectX 9 compatible drivers ("GeForce4" or better)
 DirectX 9 compatible Surround Sound Card
 Game pad** with twin axis analog controls (USB or Joystick Port)
 Keyboard & Mouse
** I suggest 12 buttons minimum. I use the Logitech Dual Action ™, as it works straight from the box without any special drivers. Seitek also nice. Attempting to use console controllers may take hours to find the right driver(s) and then still not work.
Get by with Minimum System Requirements
• 1GHz Intel Pentium III or AMD Athlon Processor
• 256MB of RAM
• 8x DVD-ROM Drive
• 3.6 GB of free Hard Disk space for a minimal install
• DirectX 9 compatible Stereo Sound Card
• 64MB Video Card with DirectX 9 compatible drivers ("GeForce3" or better)
• DirectX 9 compatible Stereo Sound Card
and a Keyboard & Mouse

Try running in 'XP' (sp3) Mode, if you have trouble with the mouse then try "Win98" mode.

My PC is strong enough to play Battlefield 4 but this issue began to happen when i installed windows 8.1 and i fix the mouse problem it's not bothering me i am just annoyed by this graphical problem

It isn't necessary to quote large blocks, without editing it down. And you should type your reply OUTSIDE the quoted box.

We are long past the days when all games used the same 'engines', so you may no longer compare what one game will run against another.

Sometimes 'new' isn't better, Especially with Windows 8.
