why there's separate character models 4 in game and cutscenes?

Why the game uses separate models for cutscene and in-game? Can cutscene models usable in-game with editing .img archive? Because I want to replace Victor Vance with Dick Lovefist so I can access him by writing the cheat "WELOVEOURDICK". I can't understand why because of this, game takes more space on disk. Isn't it waste of space?

Different skeletons, more details on the CS models you'd never notice in game. It has a point.
