San andreas. I don't take graphics into account when discussing gameplay for the simple fact when this game was at it's high nobody I discussed the game with said '' herp derp da grawwwphicssss are bawwwdddd'' The game looked great in it's prime so how it looks now is irrelevant. What is relevant is the fact they used everything at their disposal to make a perfect game for that time period. No other gta has done that. V doesn't come close lets be real. A lot of companies are making v like games aint nobody else putting san andreas on the shelf in 2004 it was very advanced for it's time and that's a fact ! No other game could touch it in those days.
So with that said look at the gameplay I mean sh*t. You have a huge variety of clothes, haircuts, ability to put on weight or be skinny, Different fighting styles, Dual wield weapons, Gambling at casino and on dogs, horse racing. Theirs just soo many things that added to the overall experience. Cheats ! how could I forget cheats like flyings cars, all peds riot and what not. That game truly had it all.
Vice city stories.
Most underrated aswell unfortunately. It's a shame this game wasn't in the HD era. I honestly believe people would cream themselves over this game in general if it had todays graphics/ technology
Anyway The storyline is incredible. Martenez the corrupt army dude his a real snake and you cant help but hate him. Then you met that white trash racist and it sets the tone for the whole game. You deal with some real scummy people throughout the storyline and it gives the game a more dangerous feeling. You don't feel untouchable when you take on the mendez brothers because their so powerful and cunning. I really bought into the whole tragic romance of vic and Louise aswell I don't normally care for the type of thing but it got me invested somehow I truly bought into it which made the ending oh soooo epic. I mean wow the ending is the best in any gta period because instead of one last crazy mission you get like 3/4 missions that are all critical to the plot. It makes the game feel more like a complete story.
Theirs so many other things I loved about this story but the highlight was the gritness and seeing vic get swept up into this world he was to deep to get out off. Lance was great as the annoying little brother you love but kinda gets in the way more often than not. Little things like made this game for me.
It's always felt like home to me more than any other city sure I love working in HD Liberty city but I don't think i'd want to live their. It has a lot to do with the 80's feel I get that but Vice to me seems like the place you could make friends and get along with people. It's a really friendly place and environment I honestly would compare vice to heaven and HD los santos to hell. I couldn't live in los santos i'd end up going on a rampage just to end my torture I can't stand los santos and the people who live their f*ck them all.
So yes vice city to me feels like home. Nice people, nice environment, I could let my guard down a little bit and just relax and have fun. After a gta lifestyle I couldn't picture living anywhere else the job is way to crazy you don't want you're retirement to be crazy too.

City: I chose LS, but it was a really close call between that and LC. I like the VC map as well, but its too small.

I know this isn't in the poll, but I like to group them like this.
For Gameplay/Variety: SA
For Story/City: IV
For Atmosphere/Soundtrack: VC
For Innovation: III
I love all of them and they are all great in their own way. Combine all of them with a few extra touches and you have my perfect game right there.
And yes, I haven't played GTA V. I am still waiting for the PC version.

Gameplay. IV takes it. Although it seems very complicated and screwed-up gameplay when you're stranger to the game because of the beyond level of realism, later you get used to and you realize that actually IV's gameplay is fun and totally proper. For example, recently started to the game, vehicle handling is a pain in the arse but later it becomes enjoyable and in my opinion, it's the most fun driving system throughout the all series.
Story. All hail the IV! I mean IV has a much more deeper and detailed story than any other GTA. It may sound like a classical "guy coming to the land of opportunity, pursuing the American Dream" but actually it's a way beyond that. Yeah, one of messages IV's story gives is "American Dream is nothing but a big fat, scam that hurts people who pursuits it." but y'know there is other things combined with this. There's lots of sub-plots which make IV's story more exciting. Niko on the search of Darko, Niko trying to save his skin against a bunch of pissed off Russians, Niko collecting a bent cop's poo only for money and of course, save his ass, the diamond saga... These sub-plots make Niko's characteristic more sided and stronger, also don't forget that there are a number of characters who're introduced just during these sub-plots. All characters are well-written foils and in my opinion, IV has managed to make us like little characters such as Gordon Sargent (surely a character to like for).
I don't know about you guys but I have always showed a fondness towards III Era Los Santos. Probably, it's the most successfully created city in the series after IV's Liberty City, IMO. The city was managed to give the feeling of 90's Los Santos although it may sound "insufficient". Especially, I have found the streets of East Los Santos "appealing", especially when Vagos gangster rollin' on the streets. Despite being a small settlement, Idlewood was a good piece of 90's too. Vinewood area was done good, too, taking the fact that it's a 3D Era game.

Gameplay : III as it's my favourite GTA
Story : IV is unbeatable for now, even if I'd choose Vice City aswell if I had the opportunity.
Place : Liberty City 3D era, but just because of nostalgia, I love every place from every GTA games .
