how to enter the mission assault amphibian?

You have to practice swimming. Go underwater, when you see you're almost out of air get back up. Wait for the air to re-fill and repeat, do this for 15 minutes maximum and you'll be able to do the mission as by then you'll have enough lung capacity.

 

When you do the mission by the way do it with the Frame Limited 'ON', it helps. :^:

A good way to build Lung Power is to find the Oysters.
You will be doing something positive as you increase the power.

1. Get the mission from Wu Zi.
2. Go to the Pier 69 marker.
3. Jump into the water (Cut Scene).
4. Swim through the Coronas. (Note: it is possible to climb out of the rift after the second marker.)
5. Make your way to the ship. (There are a couple of ways to do this).
6. Board the ship and make your way to the control room.
7. Plant the tracker.
8. Go home.

You need to have 20% lung capacity before you can start the mission but I advise you to have more than 60% lung capity as It will help you a lot.
The lung capity can be increased by collecting oysters as suggested by lil weasel or go to any water except naval base station water and dive underwater and resurface on water before you are completely out of air(oxygen). Do not swim just only dive underwater and resurface on water and do this again and again until you get enough lung capacity. The lung capacity takes less time to max out.

The 50th Oyster will max out lung capacity, but individual oysters will not increase lung capacity beyond what is earned during the dive.
