Is your Video Graphics card up to snuff?
San Andreas Video Graphics PC Specs:
Recommended: 128(+) MB Video Card with DirectX 9 compatible drivers ("GeForce4" or better)
It can get by with the Minimum:
64MB Video Card with DirectX 9 compatible drivers ("GeForce3" or better)

Dedicated memory is the key, the game doesn't like shared memory.

Have you tried lowering settings? Try to set Visual FX Quality to Low and see if the problem persists.

You are playing with the DVD in the drive?
Your DVD has Tenpenny on the label?
