is there an opposite function of NoLongerNeeded?

I want to make specific props the player chooses not despawn when you look away/go far away. I know there's one to make them despawn (if you create them yourself) which is NoLongerNeeded, but is there the opposite to make them not despawn if they are environment objects?

Been awhile since I touched gta 4, but isnt there something called "IsRequiredForMission" or something similiar?
