Here is my pick on the basis of five key criteria.

My pick for the best GTA game in the series is GTA V (19/25), which makes huge strides in gameplay and graphics in the open world genre, even if at the expense of somewhat less inspired audio.

Graphics (at time of release)

GTA V
GTA Vice City
GTA IV
GTA III
GTA San Andreas

Sound (radio, car sounds, ambiance and voice work)

GTA San Andreas
GTA Vice City
GTA III
GTA IV
GTA V

Shooting

GTA V
GTA IV
GTA Vice City
GTA San Andreas
GTA III

Driving

GTA V
GTA San Andreas
GTA Vice City
GTA IV
GTA III

Entertainment Value

GTA San Andreas
GTA Vice City
GTA V
GTA III
GTA IV

Overall**
(19/25) GTA V
(18/25) GTA Vice City
(17/25) GTA San Andreas
(12/25) GTA IV
(09/25) GTA III

**5 points for every first place entry, 4 for every second, etc.

Commentary on GTA V's shortcomings:

SOUND

GTA has always had excellent vocal leads--and GTA V is no exception--but secondary voicework in GTA V is of considerably lesser quality than in GTA San Andreas, GTA IV and GTA Vice City, with a few vocal extras in side missions sounding like they were still in rehearsal. Vocal ambiance in GTA V is more annoying than in previous games. Amusing pedestrian chatter and character commentary worked better in GTA III-era games where characters and environments were stereotypical and exaggerated. The realism of the environment in GTA V seems to be subverted by random and uninspired pedestrian conversations and often repetitive and inappropriate exclamations by the protagonists. Talk radio, where amusing commentary would be more appropriate and less intrusive, is the least inspired in the series. Signature commentary by Lazlow is unimaginative and by-the-books this time around, taking a decline even from GTA IV. Songs are a veritable hodgepodge of mediocrity with only a few hits. New memorable radio Dj's are nowhere to be found, with a few returning favorites barely showing any enthusiasm this time around.

ENTERTAINMENT VALUE (LONGEVITY)

With a large portion of its lengthy 5.5 year development time evidently devoted to scripting (admittedly memorable and highly realistic) controlled sequences, GTA V still lags just behind the less scripted fun of GTA San Andreas and Vice City in terms of replayablity and longevity. GTA V's missions feel like an incredibly-cool experience that you'd want to have just once or twice. Restoration of features like the jetpack and casino gambling, stealing trains and spawning military grade vehicles through cheat codes, as well as the introduction of hunting mini-games, the ability to ride horses and the potential to shut off police response (at least outside of missions) would undoubtedly elevate the replayability and unscriptedness of GTA V well beyond previous games. As it stands, GTA V's scripted portions feel like they've gotten a bit too much love and the unscripted periphery of the game feels just a tad underrealized.

GTA V does an excellent job walking the fine line between realism and arcade.  More realistic isn't always better. Though the smarter police AI of GTA IV and V is a welcome change, sometimes it gets in the way. Sometimes all it takes is one stretch of road, some traffic to weave in and out of, a motorcycle and a stable framerate.
