As you know GTA IV is a console port so it is made to run at lower fps. What I did was to place -refreshrate 50 and -framelimit 1 in the commandline.txt in addition to the memrestrict if your using it. The game ran much smoother for me capped at 50fps so give it a try if you have stuttering problems.

Good, but isn't that dangerous for monitor and GPU?

When monitor is 75hz and -refreshrate 40; 30 or 50?

Thought about what you said so what I did was change my monitor refresh rate to 50hz through the advanced display settings. Check and see if yours can do that.

The minimum of my monitor is 75hz, this's very helpful advice from you, unfortunately from my knowledge i think that this's dangerous about monitor and gpu or maybe it's not, i'll search to see what is right.

I'm interested about this because this + memrestrict is the most helpful fps/performance advice!
