How on earth do obtain it or find it? :sui: Not counting the El Burro mission where you blow it mob while killing mobsters...

I suggest you do the Vigilante or Firefighter side-missions until the target vehicle will be a Mr Whoopee.

Drive around Chinatown and the Red Light District area (where Ammunation is situated) and it should spawn there after a while. Alternately you could try the "Firefighter" and "Vigilante" side missions. It sometimes appears during these.

aight, thanks! hope i find it cause im stuck on 98% (minus final mission which im doing after this) cause of that damn ice cream truck.

Firefighter missions in chinatown work extremely well on this.

It's been awhile, but I seem to recall if you wait outside Catalina's mansion on Shoreside Vale, one is bound to turn up sooner or later.

 

Dunno if you still needed help, but that's another route you can go.

 

Edit: Huh. Went to fact check what I said, and exactly seven years and one month ago I said pretty much the exact same thing. :p And yes, apparently it does work.

A little fact about the truck; the one in GTA III is based on a modern, rounded, design, much like any other car in GTA III. But, the Mr. Whoopee in GTA Vice City/ San Andreas is an old 1980's boxy design, kinda like a miniature "Boxville". The Firefighter mission tactic works really well for me.
