I guess a rage-aholic (Catalina) is less disturbing to me than someone who is creepy and raging, lol.
Eddie Low may be the most disturbing character he, unlike Trevor is not a comical relief.

I feel like the most disturbing/bizzare character in GTA history, is probably Mike Toreno. Before you start to say "HOW WHAT HE'S A WHITE HUMAN HE'S THE MOST SANE MAN", lemme break it down for you.
First of all, he's a government agent, and that's even saying if Mike Toreno is his actual name. That could've been a fictional name that he uses since he's an MiB. He speaks in riddles and rarely talks straight. The fact that he's from the government scares me the most, considering he was probably watching C.J. quite a lot, doing whatever he did. It's a real big fact to look at considering the government watches a lot, if not ALL, of what we do. Talk about a foreshadow.

I think it's impossible to make an exact choice for this, but I'll go with Donald Love. The first time I've met with his cannibalism, I was like "Dude! Do you eat human flesh!?", to be honest, he really creeped me out.
However, among the protagonists, I believe Trevor deserves a honorable mention. Well, he was the creepiest and the most disturbing one. It's enough to watch his trailer to see that.

There are no disturbing characters inside the franchise. You guys can't be serious. Every character was so over-the-top and ridiculous that it's hard to feel any real sense of fear or disturbment from them.
Only a wussy would think there are actual reasons to be disturbed by GTA characters.

With Eddie, unlike the rest of the crazy/insane/disturbed characters in the GTA series he didn't have a humorous side to him that made you like him even just a little. The guy in my opinion is by far the most disturbing character I have come across in the series.

most disturbing maybe it's the hitman contracts man we never see (phone cab) of GTA III and GTA IV . a man that asks you to make dog food with human bodies for me it's disturbing (and disturbed)
