The protagonist of the game went through many different changes, ranging from his clothing options to his facial appearance.
Victor's facial appearance was more similar to his appearance in Vice City, and he resembled his brother, Lance Vance, more than he does in the final game. Image 1

Other characters in the game changed as well. For the most part, it was the facial appearances that changed with these characters.

There are weapons that were cut from the game, changed, or renamed. Some even remain in the game's files.

The camera was originally able to be found outside of missions. Image 1
Lance can be seen using a .357 in the mission "Caught as an Act", and not an Equalizer. It is possible that the .357 was meant to return from previous titles. Image 1

The Scorpion was originally named "Venom 9mm". Image 1
There are many changes to current vehicles, as well as cut transportation. The BradyGames guide muddied the waters with some beta information, as they managed to screw up their vehicles a bit.
