Turning off guards,police and traffic is a stupid idea.

For the sake of this thread, I'll play along. Allowing for bads to adjust the cash value of a heist? No thank you. It's already hard as hell to find a decently made DM/Race so I don't exactly have faith in the community at large to design something worthwhile here. Wouldn't something like this also have the least amount of versatility and variability? What I mean by this is there's only so many "banks" or "financial institutions" of some kind so it should end up as repetitive as missions themselves, correct? Granted it's more significant than "grinding" RR over and over, but still it just doesn't sit right with me.
Something else that weighs on my mind is the lack of content to use said newfound income on to justify player created Heists. I suppose you could argue future players/characters.
At the very least there has to be an immense cool down on something like this. I'm thinking at least 2 in game days or longer on YOU personally (you just robbed a bank, probably best to lay low for a good period). I'm also thinking of a high rank necessary to participate (considering payout, magnitude of the event, goal for lower ranks to work toward, etc).
well, thats what this discussion is for. I dont know if you could say never to Heist Creator, but maybe with certain parameters it makes sense...... there are enough banks (FLEECA up north, maze tower, pacific standard, etc.) to have a good variety and it's not just about the bank, thats just one location. you have to get there, get the money, get away. the get away part is where a lot of variation could come in...... as mentioned, perhaps you have to lift the whole vault out with a cargobob, or exit via heli on the roof under fire, or base camp from the top of maze bank while escaping the cops moving upwards through the tower since they have the lobby covered..... and yes, cooldown, JP points required, rank requried, etc. can all be adjusted just like they do w/mission payouts etc.
I'm already having nightmares about the R* verified heists and some of the other sh*t people come up with.
but thats why theres voting, so the good rises to the top and gets verified, either by me or rockstar, etc.
there could be some great Heist Creator content soon.
lets think about a double heist or something, or a long haul, the FLEECA up north from SP and you have to get back to Eclipse and that means military is coming out.

The way you've presented it makes it seem like a terrible idea. People would just abuse the sh*t out of it. Heists with no enemy resistance and high payouts would be all you could find, which completely defeats the purpose of heisting (<--doesn't even seem like a real word even though it is).
yes, there would be some abusers that would set
PAYOUT -> $1,000,000
RP -> 50,000
REPLAY -> ON
COPS -> OFF
and put the safehouse up the block half a mile away, but tbh people would just get bored with them probably

RP would be limited at 50,000 and cash would be limited to $1million
