New Apartment Structure Added in Vespucci Canals with DLC

Is Rockstar adding things they meant to add before with these DLCs? Or is it supposed to be as if the GTA V world is changing, much like the real life world? I also noticed a baseball field by Chamberlain Hills which I've never noticed before, but that may have been there before

 

There are 2 different apartments, and that photograph of the blueprints shows up on each one. On one apartment, there are also 5 Sticky Bombs.

The blueprint is from the FIB building. Not the apartments. But yeah, they change sometimes something on the map. I think previosly they changed a sculpture near the beach

It's more like unlocking stuff than adding them. They are slowly doing it and it's good to know they are straining the best to save the players surprise with incremental updates.

This was always in the game. I been on it with Franklin and on the edge of the other platform a guy was hanging and eating, I couldn't get across so went upstairs and busted the current worker. Cops come and I swimming in the water it goes under them bridges you drive on and can jump at speed. Nothing was added new, sorry.
