i3 3210 3.2ghz

GTX 650 non-ti non-boost

1TB HDD

Windows 8

8GB RAM

 

Can this run Tetris GTA IV smoothly? maxed? ENB / icenhancer?

I would change out that i3 for a quad core i5. But you would be good to go with a mix of medium/high

You will be able to run the game on middle to high settings at Full HD with a smooth framerate. It takes at least a GTX660Ti and perhaps a true quad-core processor to max it out. ENB and ICEnhancer make the game even more ressources hungry than it already is, so that's probably not so a good idea on your system.

i3? no problem i run this game fairly decent, on my x4 althlon, nvidia geforce gt 430! and decent when them poor specs!
