Didn't they say that since the console is 32-bit or x86(whatever), It can only go up to a huge number that starts with 2, and if your GTA Money went over that, it would become negative?

 
If they're unsigned integers then they can be (roughly) twice the size of a signed integer, since the first bit is not used to indicate whether it's -ive or +ive.
 
Signed integers can go from -2,147,483,648 to 2,147,483,647.  If you try to store 2,147,483,647 + 1 it will become -2,147,483,648.
 
Unsigned integers can go up to 4,294,967,295.  If you try to add 1 to that it will either cause an overflow or go back to 0 (or 1) - that all depends on the environment.
 
Saying that though, just because a processor is 32-bit, that doesn't mean that you can only go up to numbers that size.  Software will handle numbers far greater than that size.  It's all to do with what variable type was used to store the number when it was coded (both app and database - the smallest limit being the actual limit).

I thought that was the number of asshats that think they should still have their legit cash after keeping the millions in assets they bought with gift money.

Believe it or not that was published fairly prominently in most our newspapers here in Australia. And by that I don't mean by articles tearing apart the ridiculousness of it but lauding her for being a visionary.

I did forget to mention 75% or so of the papers here are owned by Rupert Murduch (Mr Fox news over in the US).

You have to love the third grade rhyming style. She did go to university but left within the year because "everyone was communists"

You missed the best part where the swagman drowns himself in the billabong to escape the police.

You're one of the few non-Aussies that has picked up where that came from. Bit of a joke on all those YOLO kids names.

That song has also almost become our national anthem on more than one occasion. It's a bit of an unofficial one which is really a bit weird really because it's about someone stealing a sheep then necking themselves to escape the cops.

That is actually accurate. And a great perspective on Millions vs Billions.
