Not sure if I understand you correctly, but you cannot choose a "lower DirectX" for GTA IV; it is based on DX9, and you cannot change that through commandlines.

What are your system specifications? Which patch do you currently use? On what settings do you play the game?

Actually, gta IV use a little bit DX10, only in some lights and reflective effects, it's almost insensibly.

You can notice it if you try the game on Win XP and then try it on Win 7 SP1 with the last DirectX updates.

If you want to play it on dx9, put this in the commandline: -dx9

Or, go into game folder then common/shaders/win32_30_atidx10 and delete all files inside then copy all files from /win32_30_low_ati and put them into /win32_30_atidx10.

But first don't forget to make a backup of shaders folder!!!
