So I had to skip over gtaIV and didn't get to play it, but I read somewhere that hackers would crash the game on a  regular basis?

 

Do you think this what is happening in gtaV with all the modders/hackers? Or R* just suck at maintaining their servers? Or both?

It's mostly rockstar. They allow lots of client-side modification. GTA 4 is a mess. Rockstar stopped updating it after 1.07 and people still use Tugboats, switch from Johnny-Niko and hash crashing to send players to the desktop. GTAO may not actually reach this level if they care about their precious shark cards.
