There are some video of GTA IV on PS Vita...

They are made via Remote play, when you can actually stream your game from bigger console to a handheld. It was available on PSP as well.

GTA IV itself wasn't released on PS Vita.

Nope wasn't and won't be released on Vita. The fact of the matter is that IV is a five year old game, and releasing it on an unsuccessful console would just be a disaster. However if Sony really had wanted to boost Vita sales, they should have made a deal with R* for some Vita-exclusive GTA game, but it's too late for the Vita now.

Hopefully when Sony's Gaikai is (if) functional we can play any GTA on the go via streaming. Can you imagine? Playing GTA2, then playing V in seconds on a mobile device? (provided if you have a good signal and subscription to AT&T or Verizon)

Like Tycek said it's through remote-play. you need a ps3 for remote-play to work on the vita.
