[SA] Mipmapping refuses to work?

Okay, so I have to weird problem with my San Andreas that causes mipmaps not to work. I have it on in the options yet HQ textures without it still don't have mipmaps, but if I delete the .set file, the first time I start up the game the mipmaps work, but once I restart the game with the same .set file they no longer work, goes the same with AA too.

So I was wondering if anyone knows what could be causing this and if there is any fix for it? Would really help, thanks.

EDIT: If anyone is also having this issue, mipmapping won't work on low quality settings, which was the cause of my problem.
