San Andreas - VCS Mod

I've installed the mod but it either comes up with an error message or load and do nothing.

 

It's says on the error messages that a certain DLL file is missing.

 

Is this a common problem?

 

I realy want to play this!

 

P.S Can the DYOM mod work on the VCS mod?

Bet it's about VehicleAudioHook, in this case install .NET Framework 3.5.

I have Framework 4.5.1 which is higher or do I specifically need that version?

I tried installing that Framework but it doesn't load up.

 

I extracted and ran it again, but says I have to use Windows Features, doesn't say to turn off or on.

After many annoying few days, I managed to get that damn .NET Framework to install!

 

But after install of the mod and trying to play it, comes up with a d3dx9_40 error, but I copied a file from my Windows folder into the VCS folder, that problem went away, last problem (hopefully) is a error message saying "Grand Theft Auto: Vice City Stories PC Edition has failed to start because VCSPC.DLL has failed to load"

 

What do I do to fix that?

 

ADDITIONAL: My security software is saying that it's reading it as a threat to my computer but I click on the "Ignore threat (will not be moved)" option.

For some odd reason I got that error but the game/mod still loaded up and I was still able to play. It still plays now.
