Is there any chance you could add a "Manual Entry" option, where if the player is using an external game controller and presses a certain sequence of buttons in a certain period of time, a cheat would be activated? (Like on the console versions) Of course you would need to select the controller key layouts files, (Moga, Xbox 360, Dualshock 3, etc.), and probably be able to configure the time the sequence would be entered in.
Just sayin, that would make this GTA port complete for me.
