Well, it's been a few months since GTA V has been released, and by now most of us have finished the campaign, the character switch system was something new and unique for the series. However, now that we've finished the campaign, it doesn't really matter too much. Think about it, if they hadn't implemented the character switching system, they could have added a lot more side missions, activities, interiors etc. They sacrificed all of that for the character switching system, was it really worth it? After finishing the campaign, getting a 100% you're just going to play GTA Online, there's not a lot to do in single player after that.

I don't think they spent so much time on it that they lost out on side missions, activities and interiors. If you are just messing about in the San Andreas after you've finished the story, it can be nice to play with different looking characters that have a slightly different skills, or even just to RP as them.
