Weird Shadow Problem in GTA 4

Hey,

 

So I have this weird shadow texture thing that always shows up that really annoys me. It isn't that noticible in the morning/dawn (game time), but REALLY shows midday. It shows up in the exact same areas on the map each time. The only way it goes away is if I put the shadow quiality on very high, but that lages my game WAY too much. It also goes away when I turn the shadows off, but that makes the game look crappy. Is there some texture fix that can help get rid of it on medium/high shadow quality?

Hey, I actually ended up getting a new computer because my old one was having problems. GTA 4 plays wonderfully on my new PC, so my problem has been solved. Thanks for the help, though.
