I just finished doing a fresh re-install for GTA4 and now it will not respond after i launch the game. When i try launching the game it will go through the trademark and the rockstar and GTA4 symbol and then it'll blackscreen and nothing happens.

Hi there!

Are you having the latest Driver of your GPU installed? If not, go here.

Are you having the latest version of Abode Flash Player Installed? If not, go here.

Are you having the latest version of Games for Windows Live Installed? If not, go here.

Now re-install GTA IV and re-start your PC.

Then download the latest patch for GTA IV and run it.

Now re-start your PC and try to open the game.

In addition to what kev210 said, try deleting all files from the Settings folder located at C:\Users\<user>\AppData\Local\Rockstar Games\GTA IV\Settings

There's a bug going around at the moment that results in the symptoms you have described. I also have this bug. The game loads and presents the Rockstar logos, then the disclaimers, then a black screen. After about 45 seconds to a minute the character select screen appears. Try waiting and see if this works for you.
