I finished the tutorial after being kicked for hours due to "Error contacting cloud servers" and was able to do 3 jobs before the timed out loading session message. I can't get in even if I delete my character, restart my router, and/or assign another static IP.  Router Settings:

PORTS: Allow all incoming and outgoing port traffic

Speed: 2.5 MB/s download .5 MB upload

IP: Static at router default

What ChrisChris said. There's a whooooooooooole lot of problems that R* still needs to fix. For now, all you can do is try and try again.

While there are a sh*t ton of problems to be fixed on Rockstar's end your connection speeds aren't very good. Your upload speed is going to hold you back the most. If there's anyway you can upgrade your internet speeds go ahead and do so.

The way you're describing your NAT settings doesn't make a whole lot of sense to me... You've tested your Xbox/PS3 connection and received NAT Type 2 (which I believe means Open for PS3) or no errors at all on Xbox (Open)?

You say you have a static IP address at router default? That's pretty vague. What exactly has the static IP address? The router? The Xbox/PS3? Ports allowing traffic? Those ports that are allowing the traffic need to be directed to the static IP address for your console in order for it to work.

Don't try to do much on your end, because it's on R*'s end. Their servers do suck. See first two weeks.
