You need a very potent graphic card in order to run GTA IV with ICEnhancer at high settings. If I had to guess, a GTX560Ti or higher would the minimum requirement to play the game with this modification in Full-HD. It doesn't make much sense to play at low or middle settings with a mod like this. Besides, your GPU can not run it either way without a massive hit on the performance, which would cause very noticeable lag.

Sell the GT 430 and i3 3220, save a few hundred bucks and buy an i5 3470 (or 3570K if you want to OC) and a 7850/7870
