Even if it'll be on next-gen consoles, I see no reason for them to start a completely new universe unless they were to redesign Liberty City and Los Santos as even more detailed renditions. What would they call it as well? "Super HD Universe"? They may as well just stick with the one they've got now, as so far it's proved to be the most detailed and dynamic universe in GTA's world yet.

the HD universe would feel incomplete if there was only 2 full games so i say stick with the HD Universe.

3 games if Chinatown Wars counts as a full-game, though really it was a handheld spin-off set in GTA IV's Liberty City, hence technically not being HD.

I think it should stay in the HD Universe.
The leap between this gen and the next one just around the corner doesn't seem to be as large as the previous one - well actually there is some significant improvement in hardware, but no reason to scrap the current direction.

A hybrid universe that ties the two together. Really, what's the reason not to? Rockstar likes adding little callouts to past games, and it's not lilke they HAVE to give us a CJ cameo or a Tommy cameo, enough time has passed to where all the III era protags probably ARE actually dead or at least laying low/retired, but little shout-outs like old newspapers or bringing back some of the III era cars or whatever would be perfectly fine.

Stick with the current universe to better explore more ideas and cities.
