Obviously you've never worked in the entertainment industry at all. His songs, be it good are bad, are worth something and he can do whatever he wants. TMZ says they offered him $4800 or thereabouts. Which is stupidly low for two songs that he produced. Off the top of my head songs are typically 10,000 and up as far as prices go.
If, let's say, Tom Hanks had a voice role in GTA 7, then he or his lawyers (more likely) could demand R* remove all his lines and dialog and audio for whatever reason. After all you can do the same with voices or tattoos. For instance the Tyson face tattoo brouhaha in the film Hangover 2

With all the work and the amount of tracks cut from the game, Rockstar treat audio stuff very seriously. Most likely DJ Pooh went behind his back and told Rockstar and alt way to licence the song instead, which is still legal.
