when i hit L1 it usually will pull out the basic version of smg or pistol or so on... anyone know how to make it stick with the more advanced guns without having to go into radial every time?

Yeah it's whatever weapon you last had equipped. So just select whatever from the wheel then the quick tap will pull that weapon out. You'll have to reset it after exiting a vehicle though unless it's a vehicle capable weapon.

what makes it worse is that you have to have a weapon equipped in order to roll.

Put one weapon away to run/walk more naturally/not scare NPCs away, and then if something happens that makes you want to roll, you have to first press 3-4+ buttons...

R1 to pull up the weapon wheel, direction to select a weapon, another direction to select/go back to an advanced weapon, and then you can hold L2 and press square to roll... Instead of just one singular roll button.  It's just as bad as the lack of a crouch button.

Other games, even ones that display all the weapons you're carrying on the character's body, have designated grenade buttons, and designated melee buttons, designated rifle, designated pistol, etc...

Most buttons in gtaV only work if you're on/near a predesignated object, and you can only use/equip stuff when the game allows it.

Having to essentially pause/slowmo the game to sort between stuff over and over again, even though none if it actually appears on your character, is flat out stupid.
