Can't take over Playa De Seville because of mod?

So a good time ago I downloaded this mod:

It added Seville Boulevard Families and the Russian Mafia to the game and even gave them their own unique models. I thought it was cool - but it turned out it made Seville unconquerable during Territory wars, so I uninstalled it.

 

Fast forward to a few weeks later, the mod is still causing problems for me, even though it's completely gone. Seville is now occupied by Ballas and - strangely enough, Los Aztecas. I try to kill enough enemy gang members to start a gang war in that area, but nothing happens.

 

Is there anyway to fix this? Has anyone else run into similar troubles?

this mod looks suspect for me, it comes without readme or any other info

the models can you keep in your gta3.img, it's no problem

just replace the data files peds.ide, pedgrp.dat, cargrp.dat and main.scm with the originally files and remove the cleoscript

 

and don't load a savegame which is based on the mod files
